[Geysers] Old Faithful walkers

I  clicked on the OF webcam this morning and found  several people 
walking on the cone.  I downloaded two pictures and attached below.

I guess they were NPS personnel, because the park is now closed.

This raises several questions--What should one do when you see something 
like this?  Assume the Visitor Center staff also see and are taking 
action?   Call the Visitor center and report?
