[Geysers] Crater Hills

Is the path to Crater Hills legal again? We've been interpreting the 
barriers across the "trailhead" to mean no but noticed in July that the 
barrier just in front of the trail had been taken down with people 
photographing the valley at the head of that first steep incline.
