[Geysers] Making Comments On Old Faithful Use Plan

May I propose a subject for discussion as the list members prepare 
input for this thing?

One thing I didn't see mentioned in the scoping letter was the 
subject of volunteerism -- obviously including, but not necessarily 
limited to, gazers.  Whether members of a formal program or not, 
anyone who radios in times and observations (including observations 
of idiots wandering in restricted areas as well as of geysers...) is 
functioning as a "volunteer" to help the rangers and enhance the 
experience of others, not merely themselves.  Likewise with other functions.

I started to write something about volunteerism in my response form, 
but as I thought about it, it is not obvious to me whether it's a 
good idea to mention it explicitly.  If the plan is used to recognize 
the role of non-professionals in helping keep UGB wonderful, then 
good.  If it becomes a means of constraining and restricting what 
volunteerism can accomplish there ... well, maybe less good.

What approach, if any, to this question do list members believe would 
be most productive?
