[Geysers] Norris-Madison road traffic delays

The road construction is underway and adversided as 20 minute delays 
throuigh the day when the road is open, 8am to 10 pm; it is closed through the 
night. If there are bison nin the canyon, then the delay can be much longer -- 
like 90 minutes on Tuesday afternoon.
