[Geysers] FCC GMRS Radio License Fees

I will send this to the entire list by way of asking Pat: If you got a GMRS 
license in 2002, why did you "have" to get a new one now? I got mine (for $75) 
in 2003 and it explicitly states it is valid through 2008. Surely they weren't 
good for only 3 years in '02.
