We took this trail in 2003. It was well-maintained. You can do a decent loop - up from Biscuit, then over to the view, then backtrack a bit and then descend by Mystic Falls with some very nice (fire-cleared) view of these falls. So unless there's been some drastic change since 2003 it's still there. But nothing points to the right, and this is the way up the mountain above Biscuit Basin, with a different way down (if it's a loop trail, it's a huge loop). The trail was very much there in 2000 when I hiked it, even though it was a little scary not knowing where I was headed. (Well, not completely. I had studied the trail map voraciously.) So, you might want to make a note of this? Let's see what the OFVC staffers have to say. Is the trail that switchbacked up the bluff above Biscuit Basin still open and maintained? (No, hiking it isn't in my current plans -- but I'll delete it from the rewrite of my book should it _not_ be there.)
