[Geysers] Congress Pool in overflow

Well, I spent most of my summers in 1985 through 1987 at Norris and while
Congress had water in it at times, I never saw it in overflow.

The last time that I personally could _prove_ the case is 1974, via my
article in Transactions VII and photos. However, surely Congress has been
full since then.
