Janet and others,

There is no formal system.  It's probably best to ask around as to who 
has them, where they are (which may vary by the moment) and if no one 
else is using them, use one.  The Dutch have people's bikes in Holland 
and they simply take the closest available and leave it after they're 
done.  I guess we could emulate that.
