The NPS is always searching for new and innovative methods of funding. Have the two empty ones opposite each other, sling a long bungee cord between them - a dandy thrill ride "Wings Over the Upper Basin." Have them as craftily camouflaged Cell Towers for basin-wide WiFi. Keep them empty and have people wonder why they're empty.
