Scott Bryan asks:  "So what gives? Why/how would one thing get
distributed in two forms?"

Answer:  Everyone received the same message format.  The way in which
email attachments come through is determined by the client that you are
using and the options that you have set.  You can have attachments
embedded in the message or keep them separate as attachments
(preferred).
