I would think that you could make a strong case for the return of the cone
to the spring.  It would not be that difficult to put the cone back in
place, using some compatible and unobtrusive means of attaching it with a
more-or-less water-tight seal at its base.  If the spring is still
depositing sinter, it would not take long for it to cover the cone with a
new layer of sinter, and for it to look like it had never suffered
misadventure.

This may be an exercise that management of both Yellowstone and the
Smithsonian might like to enter into with a spirit of co-operation.  If not,
there is probably some law or convention that could be called into play by
interested parties.
